Emirates Water and Electricity Company (EWEC), the sole procurer of water and electricity from independent producers in Abu Dhabi and beyond, has invited Expression of Interest (EOI) submissions for the development of Shuweihat S4 Reverse Osmosis (RO) Independent Water Project (IWP) in Abu Dhabi.
 
EWEC said in a public notice that the project involves the development, financing, construction, operation, maintenance and ownership of a standalone greenfield seawater desalination plant with a capacity of up to 70 million imperial gallons per day of water output, together with associated infrastructure.
 
The plant will be located adjacent to the existing Shuweihat S3 IPP, within the Shuweihat power and water complex, approximately 250 kilometres west of the city of Abu Dhabi, the notice said.
 
It said the project will primarily supply potable water to consumers in the Al Dhafra region of Abu Dhabi emirate.
 
EWEC aims to achieve financial close by the end of 2022 with commercial operations target of mid-2025, the notice added.
 
The successful developer or developer consortium will own up to 40 percent of the special purpose vehicle (SPV) incorporated to participate in Shuweihat S4 IWP while the remaining equity will be primarily held indirectly by the Abu Dhabi Government, according to the notice. The SPV will enter into long-term water purchase agreement with EWEC.
 
The deadline for submission of EOI is 4 November 2021 at 12:00 p.m.
