JEDDAH: Minister of Municipal and Rural Affairs Abdul Lateef Al-Asheikh has approved the construction requirements for projects with heights of up to 12 floors for all small- and medium-sized cities in the Kingdom, which have been classified as national domestic and regional growth centers in the approved national urban strategy.

Riyadh, Jeddah, Dammam, Makkah and Madinah are exempted from this decision, informed sources said.

The decision comes following the request of a number of secretariats and municipalities asking to be exempted from the construction requirements for small- and medium-sized cities for a number of commercial and administrative service projects.

The ministry explained that the projects exempted from the decision are private hospitals and clinics, hotels and furnished apartments, and commercial and administrative centers that are defined according to the related decision as distinctive urban projects with social and economic returns for the region, and which are located within the city's urban scope to serve a broad segment of society.

The aim is to encourage the public and private sectors to implement pioneering projects to serve small- and medium-sized cities.

The ministry also identified the requirements for allowing the construction according to the elevations specified in the decision, notably that the project site is located on two streets, one of them classified as commercial, with not less than 30 meters of width and not less than 30 meters in depth and a front façade not less than 40 meters.

The decision also would give landlords the freedom to combine the lots of lands in the back of the project in case the 30-meter depth requirement is not met, and also to provide parking lots in accordance with the standards of the Ministry of Municipal and Rural Affairs.

According to specialists in the real estate sector and local development programs, it is expected that the decision will positively reflect on all targeted governorates and cities, thereby encouraging investors to invest in distinctive projects, especially in cities near and around the major cities, and in view of the expanded urbanization of these towns, and the high prices of land allocated for investments.
