Abu Dhabi - The Regulation & Supervision Bureau announces the development of detailed Regulatory Framework for District Cooling, His Excellency Sheikh Abdullah Bin Mohammed Bin Butti Al Hamed, Chairman of the Regulation and Supervision Bureau said " As part of the Bureau's role as the regulatory body for the electricity, water and wastewater sector in the Emirate of Abu Dhabi, we work on developing the necessary Regulatory Frameworks in support of the implementation of the Emirates plans and strategies that are key to the delivery of Abu Dhabi's Economic Vision 2030, in line with the key government's goals to develop the infrastructure and environment sector, and to enhance customer services, and to promote the energy efficiency, improving the planning of district cooling in new developments projects in the Emirate, and in addition to that promote the competitive environment in vital utilities sectors . We are currently working on reviewing the best ways to regulate the implementation of District Cooling regulations in a close collaboration with the relevant authorities".

The Bureau is currently formulating a detailed regulatory framework for District Cooling sector which covers the technical, legal and economic aspects with a regulatory impact assessment of the proposed framework.

This detailed study comes in the light of a preliminary study carried out by the Bureau in 2014 to assess the feasibility of District Cooling regulation.

The project's scope of work includes the following deliverables:

·         Mandating the use of District Cooling in areas that meet specified criteria

·         Technical Standards and Guideline for the supply of District Cooling and reporting performance

·         Licensing scheme for District Cooling providers

·         District Cooling contractual framework and standard agreements

·         Price regulations of existing and new projects

·         Market competition regulations

·         Regulatory impact assessment of the regulatory framework

The regulatory framework is being developed collaboratively with all key stakeholders such as: Abu Dhabi Housing Authority, Abu Dhabi General Services - Musanada, Urban Planning Council, Department of Municipal Affairs and District Cooling providers.

About the Regulation and Supervision Bureau
The Regulation and Supervision Bureau (the Bureau) is the independent regulatory body for the water, wastewater and electricity sector of the Emirate of Abu Dhabi. It has exclusive authority to regulate all companies undertaking activities associated with electricity and water production, transmission, distribution and supply. In addition, the Bureau also regulates the wastewater sector, which is responsible for collecting, treating and disposing of wastewater products.
