Dubai:– The Ministry of Cabinet Affairs and the Future, represented by the UAE Government Leaders Programme, has signed a Memorandum of Understanding (MoU) with the Ministry of Human Resources and Emiratisation to train and empower leaders by allocating  a number of seats of each batch of the Programme’s categories to UAE nationals working in the private sector. The MoU will be carried out in coordination with the Ministry of Human Resources and Emiratisation, who will select Emiratis working in the private sector and cover the costs of their participation in the UAE Government Leaders Programme.

The MoU aims to support UAE nationals working in the private sector; provide them with development opportunities; establish contact between them and their Government-sector counterparts; promote outstanding Government practices, execute and disseminate them in private sector institutions; and bring the expertise of pioneers working in the private sector into Government operations.

The signing ceremony was attended by His Excellency Nasser bin Thani Juma Al Hamli, Minister of Human Resources and Emiratisation; and Her Excellency Ohood bint Khalfan Al Roumi, Minister of State for Happiness and Wellbeing and Director General of the Prime Minister’s Office (PMO). The MoU was signed by the PMO’s Assistant Director General for Leadership & Government Capabilities H.E. Dr Yasir Alnaqbi; and Fatima Ali Al-Houti, Acting Assistant Undersecretary for the Development of National Human Resources at the Ministry of Human Resources and Emiratisation.

H.E. Nasser Al Hamli: Empowering Creativity and Nurturing Young Leaders

H.E. Nasser bin Thani Juma Al Hamli asserted that the leadership training programmes, which were created as per the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, have succeeded in empowering creativity and grooming a generation of knowledgeable and determined young Emirati leaders, committed to excellence and success in their respective posts. H.E. mentioned that these young leaders will be a unique addition to the Governmental work through their active contribution in setting strategic plans and implementing them optimally.

“Signing this MoU comes in line with the keenness to benefit from the experiences of this program in nurturing young UAE leaders in the private sector with the aim to empower them to lead the highly strategic sector in line with the UAE Vision 2021,” H.E. Al Hamli continued.

“There are qualified UAE nationals working in all economic sectors, and they have proven their competency and competitiveness,” H.E. noted. “They are ambitious and strive to develop their capacities and skills, which is where the UAE Government Leaders Programme comes in, putting its extensive experience in this regard at their disposal.”

The Minister of Human Resources and Emiratisation stressed that “the MoU paves the way for a strategic partnership between the Ministry and the Prime Minister’s Office at the Ministry of Cabinet Affairs and the Future to integrate our efforts, plans and visions, and work together to empower young Emirati leaders in the private sector. The Ministry of Human Resources and Emiratisation had recently launched the ‘Private Sector Youth Council’ presenting a platform for dialogue and representation for young nationals in different economic fields in the private sector, thus allowing them to launch their own initiatives and play their part in policymaking in such a manner that will build and strengthen their leadership skills.”

H.E. Ohood Al Roumi: Encouraging Qualified Nationals to Lead the Development Effort

H.E. Ohood bint Khalfan Al Roumi underlined the importance of intensifying efforts to groom a generation of distinguished Emirati leaders from among Government and private-sector employees, describing it as a national priority at the core of all Government initiatives, projects and policies.

“The UAE Government Leaders Programme at the Prime Minister’s Office embodies the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, for the ‘leader of the future’ – a trailblazer who can assume responsibility, make the right decisions and address critical challenges,” H.E. Al Roumi said. “Since its launch nearly ten years ago, the programme has produced more than 1,000 Government leaders in various categories. This has established the programme as a reference in leadership qualification and capacity building.”

“The programme continues with its efforts to invest in and hone the leadership capacities of UAE nationals and talented young Emiratis in various sectors, motivating them to contribute to the development and construction efforts and ultimately achieve the strategic objectives of the UAE Vision 2021 and the UAE Centennial 2071 Plan, cementing the UAE’s regional and global prestige,” H.E. continued.

The Minister of State for Happiness and Wellbeing lauded the initiatives of The Ministry of Human Resources and Emiratisation and its continuous efforts to support national cadres and build their leadership capacities, stressing that cooperation with the Ministry in this field echoes the leadership’s directives to integrate Government efforts and operations.

Smart Learning Tools and Knowledge Tours

The MoU reflects both Ministries’ commitment to providing opportunities for UAE citizens working in the private sector to develop their leadership capabilities. It complements the initiatives of the UAE Government Leaders Programme over the past years, which sought to attract national leaders from the private sector and allow them to benefit from the Programme’s platform, knowledge, expertise and skills.

As per the MoU, the UAE Government Leaders Programme will allocate a number of the seats in each batch of the Executive Leaders Programme, the Future Leaders Programme, and the UAE Youth Programme, to qualified Emiratis from the private sector. The Ministry of Human Resources and Emiratisation will be tasked with selecting the candidates and covering the costs of their participation in the programmes.

The MoU also includes organising field visits and knowledge tours to a number of leading institutions in the UAE to learn about the best practices in the private sector. The programme will provide participants with smart learning tools through its smart platform, powered by state-of-the-art technology, to ensure the optimal transfer of knowledge and experience.

The UAE Government Leaders Programme (UAEGLP) was launched in 2008 in implementation of the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, to enable government bodies to achieve their strategic objectives. The Programme enhances capacities of national cadres to meet the challenges of the future and develop global leadership competencies, in cooperation with world-class scientific and academic institutions, as well as trailblazing entrepreneurs and companies.
