Dubai, UAE: The Department of Health- Abu Dhabi (HAAD) and the Dubai Health Authority (DHA) announced that they are strategically partnering with the goal of achieving the objectives and vision of the UAE of developing an international healthcare model that promotes quality of life and enhances health.
This announcement was made during a meeting that took place at the DHA headquarters in Dubai, which was attended by H.E. Sheikh Abdulla Bin Mohamed Al Hamed, Chairman of HAAD and H.E Humaid Al Qutami, Director General of the DHA and a number of officials and specialists from both sides.
During the meeting officials from both parties were put in charge of coordinating and putting in place a clear agenda to achieve common goals.
At the beginning of the meeting, both parties stressed the importance of cooperation and strengthening relations to achieve shared goals, especially those tied to the smart transformations the country is currently witnessing.
The topics discussed during the meeting also included: electronically linking health systems between Dubai and Abu Dhabi through “Malafi” and “Nabidh”, health insurance rules and procedures, exchange of data and information related to health regulation, especially the licensing process for doctors , visiting physicians, medical education and research, capacity planning and the outpatient treatment system.
Both parties stressed the importance of implementing shared training and occupational growth programmes as well as exchanging experiences and skills, in line with the country’s directives.
Both parties also shared the initiatives and plans that they are working on, HAAD presented details on Malafi, which is the first system of its kind in the region, launched for exchanging health information. The new system will link more than 2,000 public and private health facilities, which provides services to more than 3 million people.
Meanwhile the DHA shared its latest developmental strategy, Salama medical electronic system and the most important initiatives and expansion plans, which aim to raise the quality of health services provided to the people of Dubai.
H.E Al Hamed said: “Working with one team spirit is the basis for laying the foundation for the next ambitious stage of the health sector and drawing the features of its future. The next phase will be based on technology, innovation and artificial intelligence. We aim to complete the successful path that our late father Sheikh Zayed bin Sultan Al Nahyan started, which puts the health and well-being of society at the top of its priority list.”
He added: “ We will continue on the path of our wise leadership and work together with the Dubai Health Authority to ensure the health and well-being of our society and achieve a healthier future for all residents of the country.”
Al Qutami on the other hand stressed that the UAE has witnessed successive booms in the health sector, with its institutions, technologies and medical facilities that are on par with international standards— following in the footsteps of the late Sheikh Zayed Bin Sultan Al Nahyan, who gave all his attention to human care, health and safety.
Al Qutami pointed out that the continuous transformations and accomplishments witnessed in the health sector are the result of the keen interest and generous directives of His Highness Khalifa bin Zayed Al Nahyan UAE President, H.H Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai and H.H Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.
Al Qutami said that the authority looks forward to this partnership and to sharing experiences with HAAD, which has achieved a distinctive health model with many successful experiences, especially in comprehensive care systems.
He said that this will directly contribute to reaching a healthier future and at the same time reinforces all efforts made to provide a distinctive healthy climate making it the ideal destination for medical tourists.
Al Qutami concluded by saying that partnering with HAAD represents an additional force that supports the UAE’s position and enhances its influential role in the movement of medicine development and integrated health care systems.

About the Dubai Health Authority:
The Dubai Health Authority (DHA) was created, in June 2007, by Law 13 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, with an expanded vision to include strategic oversight for the complete health sector in Dubai and enhance private sector engagement.
Prior to the establishment of the DHA, the Department of Health and Medical Services, which was established in 1973, was the functioning authority that almost exclusively focused on health service delivery.
In May 2018, H.H Sheikh Mohammed, issued Law No. (6) of 2018 of the DHA. The new Law further enables the DHA to achieve its objectives including regulating medical services in Dubai, enhancing competiveness and transparency, improving medical services and products based on international best practices and achieving the sector’s objectives according to approved strategic plans.
H.H Sheikh Mohammed also issued Decree No. 17 of 2018 establishing subsidiaries of the DHA: the Dubai Healthcare Corporation and Dubai Health Insurance Corporation to further enhance healthcare services in Dubai and enable DHA to fulfil its responsibilities and obligations.
Three new strategic sectors were also added as part of the decree; they include Strategy and Corporate Development, Health Regulation, and Shared Support Services.
In addition to overseeing the health sector for the Emirate of Dubai, the DHA also focuses on providing services through DHA healthcare facilities including Latifa, Dubai, Rashid and Hatta Hospitals, its 12 primary healthcare centres, 17 medical fitness centres and its 6 specialty centres.
