MANAMA: Postponement of the implementation of Value Added Tax (VAT) for another year is illegal, said the government yesterday.

Law enforcement is a constitutional matter that is binding on all government authorities and VAT law must be enforced effective January 2019, it said.

The government has no authority to postpone the implementation of VAT law as this represents a violation of provisions of the constitution, it said in reply to a parliamentary proposal to postpone implementation for one more year.

“It is legally, jurisprudentially, and judicially established that legislation can’t, explicitly or implicitly, be revoked, or its provisions, wholly or partially, be postponed without a subsequent legislation, which is the only legal instrument…,” said the government.
