FileNet system speeds up decision time by 4 times with ownership certificate issuance now taking a mere 30 minutes
In a significant development that will considerably speed up land and property transactions in Dubai, the Dubai Land Department has fully digitalised all its documents by implementing a document management solution from FileNet, the leading provider of Enterprise Content and Business Process Management solutions.
The implementation of FileNet's document management solution to digitalise all documents has enabled the Land Department to secure and store all unstructured data related to lands. FileNet's state-of-the-art applications now manage, by way of acquiring, filing and storing, all documents of the department, with 1.5 million pages representing the backlog of paper documentation already migrated to a FileNet system and an additional 3.5 million pages set to be added from the on going New Dubai real-estate project.
FileNet's document management solution helped Dubai Land Department successfully overcome several challenges, which included fragmentation of information as a result of data being scattered in various systems and forms, slow customer transaction processing time, and the need to meet increasing regulations.
"With more than 54,000 plots registered in Dubai, it was becoming increasingly unsustainable to manage the associated paperwork and documents. Accessing important documentation was proving to be a time-consuming process for internal and external users alike, which persuaded us to digitalise all documents of the department," said Khalifa Ahmed Al Zuraim, Head of IT Centre, Dubai Land Department. "We conducted a comprehensive technical evaluation of solutions from 10 companies, and found that FileNet's advanced Document and Content Management solution was easily the most reliable and flexible."

More importantly, the implementation of the FileNet solution has speeded decision time by four times, boosting overall productivity and reducing costs. Issuance of ownership certificates now takes a mere 30 minutes, as against approximately a day and a half prior to the implementation of the FileNet system, thus enhancing customer satisfaction.
FileNet applications are integrated with Oracle business applications, the department's internal GIS system, and Dubai Municipality's GIS system enabling access to land documents. The implementation was carried out by Gulf Computers, a FileNet Partner in the Middle East.
