Move aimed to boost employee performance and promote institutional framework

In collaboration with the General Secretariat of the Executive Council and government departments, Dubai eGovernment has launched the Employee Performance Management (EPM) system. The launch of the EPM complements Dubai eGovernment's aim of achieving the objectives of the Dubai Strategic Plan 2015 to achieve excellence in governance by enhancing strategic orientation and by motivating employees to perform optimally.

EPM aims at facilitating procedures electronically via self-service, and covers aspects such as aligning team and individual goals with organisational goals; promoting a culture of distinguished performance; defining a clear vision for the employees and communicating to them as to what is expected from them; providing efficient mechanisms to appreciate and reward distinguished performance; establishing an enhanced channel of communication between managers and employees; and creating opportunities to improve performance.

Dubai eGovernment also revealed that it has introduced an electronic training system for employees to provide access to training sessions and aligning it to employee performance, with the objective of creating a conducive work environment that ensures optimum employee performance. Moreover, the online training system enables performing direct experimental sessions via the internet, and setting up effective discussions between trainers and trainees. In addition, it also helps share best practices among trainees and participants; allow participants to be familiar with long-term training programs that are divided into parts by defining a learning methodology; present certificates to trainees after completing the program; and also maintain the employees' training records.

Ahmed Mohammed Bin Humaidan, Director General, Dubai eGovernment, said, "In line with Dubai's progress towards assuming a pioneering role in the realm of governmental work and electronic services, we were committed to introduce the Employee Performance Management system to gauge the progress achieved by determining the improvement changes at the initial stages to promote the employees' performance."

"We expect the electronic training system to significantly contribute to raising the competence levels of the employees, particularly in the electronics field, by providing direct experimental sessions via the internet, and enhancing communication between the trainers and trainees to exchange knowledge and expertise. We are also looking forward to strengthening the communication between various government entities with the view of sharing best practices and experiences, developing human resources, encouraging innovation, and boosting our services," he added.

Dubai eGovernment is trying to facilitate the procedures electronically by encouraging self-service, providing efficient mechanisms to appreciate and reward distinguished performance, and enhancing the communication level between managers and employees in order to promote this culture among all Dubai government departments, and unify governmental procedures. Dubai eGovernment is working in collaboration with the Executive Council to implement this initiative in several government departments in Dubai during the current year and to complete the implementation in all government departments in 2010.
