In spite of the little hopes that the photovoltaic sector had in view of the auction of up to 3,000 MW of renewable energy, which was celebrated yesterday (extendable, according to a confidential clause), this technology has been the winner of the new call: 3,909 MW of the more than 5,037 MW granted Finally to a total of 40 companies. The aforementioned clause, which stated that all offers with the maximum discount would be married, had to be activated "by the high demand," according to Energy.
In the absence of disaggregated data (the ministry has only offered the totals), Cobra, the industrial construction subsidiary of the ACS group , has been the undisputed winner with 1,550 MW. According to sources of this company, it has gathered a portfolio of projects of small investors who had no capacity to provide guarantees and which will build the parks with an investment of 1,000 million euros. Only about 300 MW of the 1,550 awarded are owned by
According to business sources, it is followed by X-Elio , which is owned by the KKR fund , with 450 MW; Endesa (through EGP), with 338 MW; Forestalia, 316 MW (this group won the two previous auctions); Gas Natural Fenosa Renovables , 250 MW; Solaria, another 250 MW; The Navarra OPDE , 200 MW; Prodiel, 182 MW and Alter and Alten, 50 and 13 MW, respectively. All of them photovoltaic.
On the other hand, 1,128 MW of wind power was awarded: 720 MW to Capital Energy (through Alfanar); Ibervento, 172 MW; Greenalia, 133 MW and Gestamp Wind, 24 MW. The two largest in the sector, Iberdrola and Acciona, have chosen not to attend, while EDP Renovables was out of court.
In spite of the fact that the official data are published, everything indicates that this wind has crumpled due to the scarce possibilities of competing with photovoltaics, which in May just managed to marry 1 MW over almost 3,000 of the wind.
Thus, the winners of this bid, or have not submitted this time (the case of Norvento and Siemens Gamesa) or have bid only for photovoltaic, such as Forestalia, Gas Natural or Endesa. This electric ensures that it has opted for photovoltaic to balance its green mix, composed in 90% by wind.
The call, included in a royal decree and two resolutions, established an offer of 2,000 MW expandable in the same act to 3,000. In addition, all offers with the maximum discount could be awarded, according to the confidential clause that has been activated more than. Concretely, a reward is auctioned at the lowest investment with which companies are willing to build their projects, so it is a downward system.
The lowering of the soil in the new auction (or market price that the regulation guarantees) compared to the May bid, when wind has triumphed, has allowed the result to be reversed. Taking into account the current profitability of 7.5% that these facilities receive (and that the Government has announced that it will change in 2020), this photovoltaic floor has been set at 32 euros / MW , compared to 41.5 euros / MW of May.
Although in case of a tie, it re-won the technology with more hours of operation, that is, wind, it has not been able to compete with the lowest investment price required by photovoltaic installations.
After the controversy unleashed in May, when the Spanish Photovoltaic Union (UNEF) resumed its bid to the Supreme Court, the government has now facilitated the photovoltaic marking in the new auction. A goal that has achieved in view of the result. "When we have been able to exercise our competitiveness, we have achieved excellent results," according to Jorge Barredo, president of this association and X-Elio, who considered yesterday "a historic day" for a technology that he described as "the best ally against change climate". In addition, in this way, "we will contribute to consumers having cheaper and cleaner energy."
In a statement, the executive vice president of Forestalia, Fernando Muñoz, revealed that he had achieved all the capacity for which he bid. The winner of the last two and only editions, adds a total 1,924.5 MW of renewables (1,500 wind, 316, photovoltaic and 108 biomass).
Solaria, for its part, sent a material fact to the CNMV in which it stated that the award achieved is "a very important milestone for the company", which currently has a capacity of only 70 MW. This will allow you to increase your perimeter 3.5 times in two years.
