Abu Dhabi: A high delegation shall represent Abu Dhabi Government at the International ESRI 2011 User Conference organized by the International Ecosystems Researches Institute in San Diego, California under the logo "Best Understanding" on July 11-15. Abu Dhabi Systems and Information Centre shall run, prepare and coordinate the government participation at the conference. This conference is considered as the most significant forum for Geographical Information Systems. It is a forum where 100 delegations representing governments, decision-makers, businessmen, scientists, analysts, planners and civil community organizations meet to exchange experiences and review the latest technology in this industry.

The delegation consists of 50 participants including directors and heads of departments, specialists in Geospatial representing 17 government authorities. Abu Dhabi Government shall sponsor the exhibition organized at the sideline of the conference.

At the conference, Department of Transport and Department of Municipal Affairs shall be given tribute for their outstanding Geospatial efforts. The conference shall include an opening session, CEOs' seminar, workshops and relevant training courses aiming at the enhancement of the technical competence and abilities.

Abu Dhabi Culture and Heritage Authority, Department of Municipal Affairs, Abu Dhabi Municipality, Al Ain Municipality, Abu Dhabi Education Council, Abu Dhabi Urban Planning Council, National Emergency and Crisis Management Authority, Health Authority Abu Dhabi, Abu Dhabi Systems and Information Centre, Abu Dhabi Tourism Authority, Abu Dhabi Airport Company, Ministry of Interior, Department of Transport Abu Dhabi, CNIA, Abu Dhabi Water and Electricity Authority, Abu Dhabi Commercial Property Company and Abu Dhabi Food Control Authority are among the government authorities taking part in ESRI 2011 Conference.

Is it worth noting that Abu Dhabi has host the conference last year and awarded the internationally prestigious (Making Difference Award) as an appreciation for its outstanding efforts in implementing transparent advanced programs in the field of geographical information and data at the government departments and in establishing a modern infrastructure for the e-Government.

The conference has selected the Emirate to take part in the project (19, 20, 21) based on the idea of (19 cities in the world with 20 million population in the 21st century). It is an initiative to collect and analyze the impact of population growth on urban and economic planning. The project is in the process to be launched. Although the number of the Emirate population has not yet reached 20 million but due to the progress achieved by the Emirate in the Geographical Information System and in adopting the same in the decision-making process, Abu Dhabi City and New York City/ Manhattan were selected for benchmarking the performance indicators in the two cities to identify the impact of the population growth on the urban development.

International Ecosystems Research Institute organizes number of annual conferences throughout the world most famous of which is the ESRI International User Conference which has been annually organized for 14 years in San Diego, California.

ABOUT ABU DHABI SYSTEMS & INFORMATION CENTRE:
In late 2005, the Abu Dhabi Government--under the leadership of His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the United Arab Emirates (UAE) Armed Forces, and Chairman of the Abu Dhabi Executive Council--began work on a far-reaching service transformation programme that transcends all Government departments, authorities, and administrations. This programme strives to make the Abu Dhabi Government more effective and efficient in delivering modern services to its diverse customer base along a multitude of delivery channels. It is empowered by optimal information technology (IT) solutions and fulfilled by a highly skilled work force--and in today's e-transformation terms, has the key objective of establishing a modern, efficient, and constituent-centric e-Government to match the best in the world.

To develop, drive, and support the various initiatives within the Abu Dhabi Government service transformation programme, the Abu Dhabi Systems & Information Centre (ADSIC) was created as a Committee in October 2005 by Executive Council Decree No. 33, and established as a Centre in December 2008 by Law No. 18. The Centre is considered as the governmental party that owns the IT agenda of the Emirate, and has the authority to practice the following competences:

-  Supervise the implementation of the e-Government programme in Abu Dhabi Government entities (ADGEs).

-  Sponsor initiatives and mature assets and competencies that it deems of critical importance for the e-Government project.

-  Propose policies and technology standards for government and relevant entities to achieve a comprehensive quality in reaching the highest levels of efficiency, confidentiality, and safety in the e-Government project.

-  Issue rules and guidelines regarding the implementation of IT policies and the technical specifications, and communicate them to all the Government entities.

-  Submit the guidelines to the Council regarding the IT sector and the e-Government.

Building on the strategic vision for a service-oriented government in Abu Dhabi, ADSIC developed a government-wide service improvement and e-Government Strategy together with an implementation Masterplan. This was accomplished through a six-step development framework that functionally analyzed gaps between the current state of ADGEs' service delivery and the service-oriented target state; proposed initiatives to correspond with action areas needed to reach the target state; and documented an implementation plan that included financial and human resources requirements.
