Amman - The Lower House on Tuesday debated the 2012 Constitutional Court bill, endorsing a number of articles after amendments were made in a session chaired by Speaker Abdul Karim Dughmi and attended by Prime Minister Fayez Tarawneh and cabinet members.
The proposed court is priority legislation that the House needs to pass as one of the key laws regulating political reform in the Kingdom as ordered by the Royal letter of designation to Tarawneh's government. The debate is expected to extend into another session before the draft is passed.
The bill stipulates setting up the court as an independent institution to oversee the constitutionality of valid laws and regulations and interpret the constitution's text.
The draft sets out the court's modus operandi and management rules as well as procedures to challenge rulings and the conditions for referring cases to the court from other courts as well as the rights of its members, including immunity, which enables them to carry out their duty with neutrality and independence.
