Iraq's Kurdistan is developing 8,832 housing units for low-income people over a 10-year period under Law 7 of 2008 and amended Law 16 of 2011, a local government official said.

Zana Mustafa Ouziri, director-general of planning and follow-up at the Ministry of Construction and Housing in Kurdistan region told Thomson Reuters Projects that the government has already started work on the project, and some units have been completed.

Ouziri said that there is a comprehensive census programme for low-income people.

"We will go with Ministry of Planning's definition of 'limited income' to assess how many housing projects we need to implement," he said.

In 2011, a total of 2,300 units were built in Sulaymaniyah and Dohuk governorates while in 2012, a total of 5,000 units were built, with nearly half of those units in Sulaimaniyah governorate.
