EC Harris, the international Built Asset Consultancy, has been awarded a Global Enterprise Framework Agreement (EFA) with Shell to provide programme controls, contract advisory and real estate project management services across 26 countriesincluding Oman, UAE, Iraq and Qatar.
The four year contract has been awarded after a global search and selection process. It will apply to all of Shell's upstream and downstream capital projects. The oil and gas industry is currently investing heavily in its capital infrastructure with the total project value forecast for the industry of over $8.5 trillion in the next five years.
The framework arrangement was developed by Shell as an enabler to improving the quality of its project controls services across the company's global footprint. Through the provision of its specialist services EC Harris will enhance and strengthen Shell's capabilities through localising the project services expertise and by utilising knowledge transfer programmes with the Shell country teams during the course of each project.
Hans Mes, Vice President of Projects and Services for Shell Projects and Technology said: "With this contract we can supplement our own Project Services capability and strengthen our project teams using staff whose competencies align with those described in our competency framework as opposed to using the services of "any body shop."
Mark Howard, Head of Oil & Gas at EC Harris said: "This is a significant award which extends our global reach and recognises the benefits that our model can deliver in providing excellent programme and project controls services. EC Harris is looking forward to working with Shell in developing a world leading function."
The framework commenced in November 2010, with the first project expected to be awarded immediately.
EC Harris works with many of the world's leading IOCs and NOCs to improve their business margins in the operational and capital expenditures of their built assets in both the upstream and downstream sectors.
