According to the decree of its foundation, the General Company for Engineering and consulting (GCEC) undertakes tasks of engineering studies, designs , technical checking and supervision on execution of works and taking over the works of temporary and final receipt of projects, providing experiences and technical consultations and representing the official authorities in arbitration for the projects of public and joint sector or any other part makes an agreement or finalizes a contract outside or inside the country .
A very recent activity was conducted by the company in this regard . And a memorandum of understanding was signed on July 7th between the general Company for Engineering and consulting chaired by Dr. Abdul Hamid Keikhya and the SMHB .Bhd of Kuala Lumpur , Malaysia . It states that both companies agree to co-operate in combining their individual strengthen to provide engineering services in the Syrian market or other external market .
The co-operation shall include the following areas: engineering consultancy and technical assistance , project management, engineering studies and design, supervision of construction projects and training of staff.
In a statement to Syria Times, Dr. Keikhya said that the mechanism for this understanding shall be through the co-operation between the parties wherein the personnel involved are determined in advanced by each party in order to achieve satisfactory completion of any particular project and the exchange of experience between the parties to take place .
The agreement also states that each party shall endeavor to share any development in technical knowledge such as design technique, use of software and design process , etc, and shall exchange periodic reports of each company activities .
It also states that each party shall endeavor to provide assistance in training staff members from the other party in line with the need and by mutual agreement .
Before starting any work, the two parties shall agree on the allocation of fees and the percentage of participation by each party .
In addition to carrying out training and qualifying works and preparing local technical cadres well experienced and qualified in their respective fields, the company in particular, undertakes the following works: Performance of technical economical feasibility studies for projects and fixing their economical and technical returns and choosing the best industrial methods for them; performing technical engineering studies, technological and detailed designs a for new projects or for developing and enlargement of existing projects to increase their capacity, capability and productivity in line with technological development and preparing filed needed to that ; checking of technical and engineering studies and designs as regards their compliance with safety; and precision and their adherence to works economizing and avoiding overstatement , and waste , as well as correctness of calculation memorandums and their sufficiency and supervision in execution of works and performing operation tests, works of temporary and final receipts within a defined system adopted by all governmental sectors in implementation of their projects and according to principles specifying the conception of the obligations of the consulting bureaus and bodies of supervision on execution of works .
Among many other activities and in the field of drinking water and sanitary engineering and hydrology studies , the company carried out the following tasks : a study of sewerage for the following cities and villages : Aleppo, Homs, Hama. Lattakia, Banias and Safita , Saraqib , Semin, touristic Amrit project school buildings ; study of the sewage treatment plans for the wool factory in Hama, Tartous, Daraa , al-Thawra , Adra and workers housing units near Damascus airport , Nabeck, the industrial Zone in Lattakia , treatment plant for the cities of Hassak and Deir ezz zour.
The company also provides technical consulting services for projects and sewage plants of Aleppo, Hama, Homs and Damascus.
It also studies the sewerage systems and treatment plans in hassaka and Deir ezz Zour and Raqqa . A comprehensive territorial studies for treating sewer pollution of al-Asi basin, Tartous, Aleppo, Daraa , Barada Basin and al-Awaj . The company provides technical studies for the Golan Mill and a study of the treatment plants in Daraa .
Among hydrological studies carried pout by the company are programming operations on computer , setting up of rain, climatic data bank and processing in utilization of these data , estimation of floods flows in valleys calculation of probability equations for rainfall, calculation of drainage calibration curves for water sections , complete design of water installations such as circle and box culverts and irrigation networks studies with modern and classical methods.
