The Rabigh 2×660MW oil-fired power plant project, is located in Rabigh city on the western coast of Saudi Arabia.

The owner is Rabigh Electricity Company (RABEC). The user is Saudi Electricity Company (SEC) and the EPC contractor is SEPCOIII.

The Rabigh Project was the first IPP power plant to be awarded in an 'open tender' by SEC. The EPC contract was signed on July 9, 2009. It was worth around $1.72 billion.

The Rabigh Project created many firsts in the economic and trade relationship between Saudi Arabia and China. The capacity of each unit is the largest in Middle East market.

The contract value is also the largest among projects undertaken by Chinese contractors independently.

The entry of a Chinese power EPC contractor to the Saudi market for the first time, marked the end of domination of European, US, Japan and South Korea enterprises.

It provided a chance for Chinese power plant equipment to enter the Saudi industry. The Rabigh Project is the first large capacity power plant jointly operated by China and Saudi Arabia, which has received close attention from senior government officials from the two countries.

This project is on the "421 special project" list made by China's commerce ministry, and is strongly supported by its commerce ministry, and embassies and consulates in Saudi Arabia. The goal of the Rabigh Project is to build model unit, striving for national best quality gold medal.

The project fully implemented the strategy of localization and internationalization. It strictly implemented the European and American standards, making the craftwork and the intrinsic quality reaching advanced international standards.

The success of Rabigh Project, was highly appreciated by the owners and SEC and won widespread praise in the Saudi electricity market.

The project was reputed as a model project by Chinese embassies and consulates in Saudi Arabia and Project Manager Liu Fangjiang was selected as the best Chinese manager in the Saudi market.

The Rabigh power plant was put into commercial operation on April 10, 2013 after successful completion of a 30- day reliability test and a 24-hour net output test.

It was the last milestone and its successful achievement marked the completion of construction, commissioning and operation of the project.

At this point, the Rabigh power plant has successfully completed the requirements of all the test items in the contract and has done excellent performance.

The first power station project to be built by Chinese companies in Saudi Arabia has fully equipped factory transfer conditions and has become an important hub of Saudi grid.
