DOHA - The decision by the Ministry of Civil Service Affairs and Housing to delegate its powers to various ministries and government offices to recruit their staff has been widely acclaimed by various sections.
In a recent decision, the Ministry had empowered various ministries and government bodies to directly recruit staff from April 2007.
According to the order, the Ministry of Civil Service and Housing had delegated its nine powers, including the power to fix pay package and the increments of the employees, to other ministries and government bodies.
A cross-section of people, to whom Al Sharq spoke to, termed the decision as wise and timely. "As of now, there is a great delay in announcing the increment and retirement benefits to the employees. The new decision will be beneficial for the employees and the retired hands", they said.
According to another section of respondents, the ministry' decision will improve the performance of government offices. They pointed out the better performance of National Health Authority (NHA) as a case in point.
"It's a very positive and timely decision. Due to bureaucratic delays, Qatari graduates often have to wait three to four years to get a suitable job. I welcome the decision to decentralise the government recruitment process", said Abdul Khadar Al Kuwari.
Abu Saad, a government employee, said that the Ministry of Civil Service Affairs and Housing is very slow in completing the recruitment process. There are many young Qataris, who don't get a suitable job even four years after their graduation, he said.
Ibrahim Abu Mohammed said it was the Qatari women graduates who are facing serious problems due to the red-tapism at the ministry. The new decision is a real boon for them, he said.
