Baghdad - The Governor of Nineveh, Atheel al-Nijaifi, wanred the Iraqi Army, from the legal procedures for the situation in Fallujah.

In his personal account on Facebook, he said "The military leaders must know that the mass punishment is one type of crimes," noting that "These crimes cannot be neglected and can be seen anywhere in the world, despite the number of terrorists in Fallujah where shelling the city is a mass punishment for the citizens in Fallujah."
