DUBAI, 11 Oct, 05 (WAM) - The UAE Ministry of Finance and Industry(MoFI)'s e-government team yesterday discussed the latest developmentsin the implementation plan of eProject system with Ibrahim AbdulMalik, Under Secretary- Ministry of Public Works (MoPW).
Dr. Emir Mavani, the Federal e-Government Programme Directorat MoFI, and officials from eCompany Etisalat's business unit,the technical partner of Federal e-government for all the ICTneeds of the project, attended the conference, according to areport in Khaleej Times.
During the meeting, the eGovernment team informed the Undersecretaryabout the good process of the eQualification phase and that itwas currently in the testing stage both internally and withinthe Ministry, expected to go live in December 2005.
The eEvaluation and eQuality phase of the project has been linedout along with a detailed presentation and demonstration of prototypesof the two services. After reviewing the prototypes, the Undersecretarygave his formal approval to start development of the two services.
After reviewing the presentation, the Undersecretary gave hisformal approval to start the business requirement and developmentof these two services. The Project Initiation workspace willenable client ministries to submit project ideas on line, sothat the MoEP (Ministry of Economy & Planning) and MoPW can reviewand add their inputs online in order to facilitate rapid decisionmaking and monitor progress.
The eCompetition service will provide electronic access to MoPWproposal & procurement opportunities and allow companies to usea simple search facility that lists tenders by type and alsoallows searching by keyword. Through the service, consultantscan submit their competitive designs and tender bids for a projecton line thereby providing the benefit of a single access pointfor all Federal eGovt tenders. Improved progress monitoring,online assessment and offer and a standard RFP (Request for proposal)process to improve decision making are the additional benefitsof the service.
According to Dr Mavani, "I am very happy with the progress madeby the eGovernment team on the implementation of the eProjectsystem and we deeply appreciate the strong support of IbrahimAbdel Malek, Under Secretary- Ministry of Public Works (MoPW),in this initiative. The eProject system is significant becauseit will save the efforts of all parties related to the federalinfrastructure projects application and we look forward to workingwith the Ministry in a timebound manner to roll out the variousservices to their intended users." The eProjects system willhelp simplify the process of tracking various federal projectsthereby helping the ministries to track their projects more intensively.
It will also enable suppliers and contractors to update projectsdata and information, because the system will connect the ministriesand federal parties in retrieving all reports and informationthrough a central database.
