KUWAIT: "Burgan bank is the first bank to establish online link with Civil Service Commission," disclosed Burgan Bank Chairman and Managing Director Abdulaziz Ibrahim Al-Nabhan yesterday. He cited that Burgan Bank's success in the completion of the online link with the Civil Service Commission once again proves the readiness of the bank to put into practice the different applications under e-government.
"Burgan Bank acknowledges the importance of e-government which has proven to be an essential service for any state that is determined to achieve the development it desires," he continued.
"The new approach launched by the Civil Service Commission demonstrates the government's willingness to implement all the necessary measures towards changing to electronic applications concerning the government employees," explained Mohammed Al-Roumi, the undersecretary of Civil Service Commission.
Al-Roumi stated that the new online system provides a wide range of benefits for government employees. It will offer various advantages to all parties - the Commission, the banks and above all the government employees. The Online link will facilitate employee data updates, provide banks the ability to register employee account details, submit employee clearance certificate and perform salary transfers in addition to many other operations.
Burgan Bank has once again set a track record with its immediate implementation of the Online link with the Civil Service Commission. The completion of this project came following the Civil Service Commission's invitation at the end of 2002. All local banks have been approached to establish Online links with the Civil Service Commission in order to exchange and transfer data pertaining to the government employees.
"The proficiency and speed in which the bank established the Online system is an outcome of the sound strategy adopted by Burgan Bank, a pioneer in automated and technology driven banking and financial services. In addition, Burgan Bank enjoys a well-established infrastructure that will allow the bank, for years to come, to meet all the market demands, whether it is e-commerce or e-government," said Lamia Tabtoubaei, general Manager for IT.
"Burgan Bank's achievement is a result of the high Kuwaiti calibre found at the bank's IT and Operations departments which have proved to set unmatched standards in their ability to innovate and meet the ever demanding advancements," added Al-Nabhan.
He cited that the goal of this project focuses on providing a wide range of benefits to all government employees. He stressed that this will also have a positive effect on the employees' productivity since there will be no need to waste time and effort conducting their banking transactions using the traditional methods.
"This unique and first of its kind application in the Gulf Region and the Middle East will transfer salary data electronically via the secured Online network that connects the Civil Service Commission with all the local banks," stated Al-Roumi. Furthermore, the new system aims to save time and effort lost while conducting daily transactions, which count for more than 170,000 government employees. The bank employees will undergo a training programme prepared by the Civil service Commission and the local banks to obtain the required experience to operate the new system.
Burgan Bank's quick response to the Commission's request to establish the online link clearly outlines the bank's ability to operate any application concerning e-government. Burgan Bank achieved the Global Finance Award for "Best Internet Bank for Companies" and "Best Internet Bank for Customers" in Kuwait. The Bank was also granted the award of "Best Website Design" in the Middle East and Africa positioning Burgan Bank as the leader in automated and technology driven banking and financial services.
On the other hand, Kuwait Times met with some of the people in the team who made this service ready within less than 24 hours. " We demonstrated the first live connection with them, the fastest project with the team here they were working for nearly 24 hours non stop, we have live access for the employees of the government. We are trying to be the leader bank in Kuwait," disclosed Tabtoubaei
Dheya'a Al-Khawari, assistant manager fund transferee, said, " We connected the system late December, automated information to update the salary and down load the index of all banks. You may change from one account to another or convert one bank to another," shared Dheya'a Al-Khawari, assistant manager in fund transfer.
"We are ready to solve any system problem for this project and the others," assured Khalid Al-Sayed, a technical support staff who takes care of the bank's technical operations. On the other hand, Abdullah Al-Kout, the manager of IT department pointed out that the challenge was to get the connection ready and done within a time frame. " We took the proposal first and then passed the important facilities that we did manually and automated, then we accepted the challenge," added M.J. Padyan, manager of fund transfer operations.
