The Jebel Ali Free Zone Authority was the most 'Distinguished Department' as eight government departments received the Dubai Government Excellence Programme Awards for 2003, while five others received special recognition.

Nabil Al Yousuf, director of the Programme, said: "The Programme depends on a unique standard of evaluation to guarantee transparency and to ensure the accomplishment of its main goals of raising the levels of performance in the government sector.

"There was very close competition amongst the departments, which indicates a positive development in the performance of the sector."

The Jebel Ali Free Zone Authority won "for its developed systems and strategies, its focus on serving its customers and developing its human resources, and its operational results".

The most 'Distinguished Division' was the Division of Health, Safety, Security and Environment - from the Jebel Ali Free Zone Authority - for "its distinguished team and clarity of objectives and focus, and operational results and outputs".

Dubai Municipality was chosen the 'Distinguished e-Government Department' for "its integrated e-government services provided though comprehensive technical systems and marked increase of e-services offered to the public".

The 'Distinguished Team' went to the employee suggestion team at the Department of Civil Aviation for "its vision success of the team in developing human resources and integrating them in the continuous improvement of the department".

The 'Distinguished Management Initiative' went to the Dubai Service Excellence Scheme under the Department of Economic Development for "its role in accomplishing the vision of Dubai to be a leading city and for focusing on developing services delivered in Dubai".

The management of road paving at Dubai Municipality was chosen the 'Distinguished Technical Project' for the "professional techniques used and the excellent planning and execution in addition to generating financial payback".

The 'Distinguished Government Employee' was Adnan Ali Mohammed Al Naqee, Dubai Electricity and Water Authority, for his performance. He implemented the 'mobile operations room', which saved around 70 per cent from the cost of importing.

The 'Distinguished Administrative Employee' was Mona Ali Al Ali, Department of Civil Aviation, for "her distinguished ideas in developing the work procedures, and her active participation in improving the recruitment system and automating it".

The 'Distinguished Financial Employee' was Salem Abdullaah Batarfi - Department of Health and Medical Services - for "developing feasibility studies with good return on investment."
