MUSCAT -- Oman Refineries and Petrochemicals Company (ORPC) recently conducted a level-three simulated exercise of LPG leakage in one of the company's gas tanks at Mina al Fahal (MAF) plant. The mock exercise was part of its scheduled continual rehearsal programmes aimed at improving performance and protecting the public health and environment. The mock drill simulated an accident that required immediate action to mitigate the incident and attend to injured personnel.

In addition, it required a mass evacuation to a level-three assembly point which was out of the MAF premises. Within the MAF area, ORPC has drawn up a mutual aid group agreement for the purpose of supporting each other during emergencies. The mutual aid group consists of Petroleum Development Oman (PDO), Oman Oil Marketing Company (OOMC) and Shell in addition to support from the Royal Oman Police (ROP) Civil Defence. As per the company's emergency response plan, there are three levels of emergency.

Level one involves ORPC's resources only, while in level two, the mutual aid group members' support is required. In level three, the support of ROP Civil Defence is requested. Following the mock drill, a debriefing was carried out to evaluate the effectiveness and draw learning points. Based on its key performance indicators (KPIs), the mock drill met the desired set targets in line with the ROP Civil Defence and international guidelines and standards.

The ROP Civil Defence appreciated the effort exerted by the company in proactively exercising checks on emergency handling, besides enhancing skills and capabilities. Dr Adil A al Kindy, CEO of ORPC, appreciated the collective efforts and dedication of the ROP Civil Defence and mutual aid group members who contributed to the success of the mock drill. "One of the overall objectives of the exercise was to highlight the role of ORPC in maintaining the health of personnel and protecting the environment," he added.
