BARDO - Article 12 of the draft Constitution was looked at, again, on Monday at a plenary session so as to introduce "positive discrimination" for poor regions and social categories.

The amendment introduced to Article 12, already adopted Saturday, was voted for, following a pressure exerted by almost 50 MPs who had threatened not to adopt the draft Constitution in case their claim was not taken into consideration.

This amendment was approved earlier by the Consensus Commission at the request of this group of MPs, then adopted by the National Constituent Assembly (NCA) at a plenary session by 150 votes, against 3 objections and 11 abstentions.

The review of Article 12 was made in accordance with Article 93 of the NCA Rules of Procedure which allows, if necessary and exceptionally, a second review of an article already adopted.
