Dubai: Police are warning the public against giving money to unauthorised fund-raisers, saying donations must be made through the proper channels.
There are several local charities in Dubai who are authorised to collect contributions and donations in addition to official fund-raising drives to help the needy, police said.
Anyone else wanting to do anything to raise money — from organising a sponsored walk to collecting goods for a charity — needs the approval of the Islamic Affairs and Charitable Activities Department (IACAD) or other concerned authorities.
Major General Khamis Mattar Al Mazeina, Acting Chief of Dubai Police, said on Monday that fund-raising has to go through the proper channels.
“The police will take legal action against those who run donation drives without permission from the legal authority.”
He said those involved will be accused of running a scam and acquiring money illegally.
He said that no one is allowed to collect money without authorisation. Those found flouting the rules face jail terms, he said.
He said funds can only be raised through organisations and societies licensed by the concerned authority.
Other non-governmental organisations (NGOs), registered in Dubai or overseas, can organise fund-raising events or collections only after gaining permission from the authority.
Major General Al Mazeina said any person who collects, delivers or transports the money collected in illegal fund-raising will also face legal action.
“The public should avoid dealing with any informal fund-raising campaigns and avoid giving donations through social networking,” he said.
He said the country has formally launched donation campaigns and almost daily initiatives to help the needy around the world including Egypt, Syria and African countries and that these initiatives are the only ones the public should deal with.
“Dealing with official donation drives will make us sure where the donated money will go,” he said.
He warned the public against responding to e-mails for specific campaigns.
“Donations in official campaigns must be made through the official channels, such as banks and exchange offices, and there should be no account on behalf of persons or particular companies,” he added.
