The solid waste recycling plants will be based at five locations around Cairo, says a top government official.

Mid-December, the Egyptian Ministry of Finance will start a feasibility study to build solid waste recycling projects around Cairo, a senior government official told Zawya Projects in an exclusive.

"We are seeking a consultant to undertake a feasibility study to build solid waste recycling plants at five locations around Cairo," said Atter Hannoura, Director of the Public Private Partnership (PPP) Central Unit at the Egyptian Ministry of Finance adding that it will be a PPP project.

"The feasibility studies will start from mid-December 2014 and will be completed within three months. After the study, we will estimate the total costs and Phase 1 of the project will be offered for bids," he added.

The project will recycle solid, hazardous, construction, agricultural, petroleum and medical wastes to generate electricity.

Phase 1 scope will include building two plants in Bilbees, spanning an area of 1,200 faddan (1 faddan = about 1.038 acres) and 720 faddan.

"The construction will be completed within two years, and the winner will operate the projects for a 20 year period," said the official site of the Ministry of Finance's PPP Central Unit.

According to a Reuters report in April, Egypt needs at least $5 billion investment to modernize its dilapidated power grid and to meet local energy demands.
