Neighboring countries that have purchased electricity from Iran owe $1.2 billion, said the energy minster.
Majid Namjou added that Iran's financial relations have been adjusted with countries to which it has exported electricity.
He said Iran annually exports 12 billion kilowatts per hour of electricity--at a rate of 10 cents for every kilowatt/hour.
Iran exports electricity to Afghanistan, Iraq, Azerbaijan, Armenia, Pakistan and Turkey and imports from Armenia, UAE and Turkmenistan.
Jordan, India, Oman, Qatar, Russia, Syria, and the UAE have also expressed interest in acquiring electricity from the Islamic Republic.
Iran seeks to become a major regional exporter of electricity.
