Dubai Electricity and Water Authority (DEWA) has received bids to provide advisory services for the second phase of Hassyan Sea Water Reverse Osmosis (SWRO) project in Dubai. 

The 60 Million Imperial Gallons per Day (MIGD) project will be built using the Independent Water Producer (IWP) model.

A notice posted on DEWA’s website last month listed the bidders and the bid amounts as follows:

  • Deloitte (2,094,250 UAE dirhams)
  • EY Consulting (4,950,000 dirhams & 5,300,000 dirhams)
  • KPMG Lower Gulf (4,282,031 dirhams & 4,567,306 dirhams)
  • PwC (4,080,180 dirhams)
  • CDM Smith (nil)
  • Energoprojekt (nil)
  • Tractebel (nil)

The Phase 2 advisory services tender was issued on 22 June 2022 and closed on 2 August.

[Phase 1 of] Hassyan IWP, under construction, has a total capacity of 120 MIGD.

In March 2021, DEWA had signed a 35-year Water Purchase Agreement (WPA) and the Shareholder Agreement (SHA) for Phase 1 with the project’s developer and operator, Emirati company UTICO.
