Abu Dhabi, 9 February 2016: The Executive Committee of the Abu Dhabi Executive Council reviewed Key Performance Indicators (KPIs) for the Abu Dhabi Plan during its meeting presided over by Dr. Ahmed Mubarak Al Mazrouei, Secretary General of the Executive Council.
This stage is among the steps that precede the official launch of the Abu Dhabi Plan and follows the review of the updated version of the Plan by H.H. Sheikh Hazza bin Zayed Al Nahyan, National Security Adviser and Vice Chairman of Abu Dhabi Executive Council last December. The Plan includes 25 government objectives and 83 programs.
The performance indicators were selected according to the best implemented practices and help reflect the true effect of projects and plans set by government entities over the next five years. They measure the extent to which the objectives and programs set in the Abu Dhabi Plan have been achieved through annual targets set for each indicator that highlight the progress and development required to achieve the objectives of the Plan.
Dr. Ahmed Mubarak Al Mazrouei said: "KPIs are considered a cornerstone and important entry to achieving the objectives of the Abu Dhabi Plan. It is a mechanism that reinforces transparency to improve the government performance."
He added that improving government work requires an effective and continuous evaluation in order to achieve the objectives and execute the strategic programs of the Government of Abu Dhabi as set in the Plan's agenda. The overall Plan helps achieve the Emirate's vision to continue to create a confident, secure society and to build a sustainable, open and globally competitive economy.
H.H. added that "these indicators reflect the unified work mechanism set for government entities according to methodologies that guarantee the achievement of objectives, the continuous and optimal execution of the programs of the Abu Dhabi Plan, the overcoming of challenges, the development of work, and the establishment of a path for government entities for planning and project execution in an organized and coordinated way."
He confirmed that meeting the requirements of the Abu Dhabi Plan according to the set plans and objectives necessitate working according to foundations that help transform these plans and projects to reality. It also requires the alignment of the entities' priorities and strategic projects with the Plan's objectives and programs. The execution of the Plan's objectives and programs will be followed-up on through regular performance reports that clarify the effectiveness of the execution of plans and projects.
Al Mazrouei stated: "During the past two years, 143 workshops were organized with the participation of government entities to set KPIs and annual targets for the Abu Dhabi Plan. The result was identifying 201 performance indicators to measure the achievement of the Plan's objectives. These indicators cover the sectors of social development, safety, security and justice, economic development, infrastructure and environment, and government affairs. They constitute a bridge built on solid informed foundations that will help meet the Plan's objectives."
The workshops, which saw the participation of 60 Abu Dhabi government entities, aim at reinforcing the entities' realization of the importance of performance indicators, in addition to enabling them to set their own indicators and link them to their strategic plans according to the frameworks and standards set in the Strategic Planning and Government Entity Performance Management Guide recently issued by the General Secretariat of the Executive Council.
