DUBAI – Kroll, the world’s premier provider of services and digital products related to valuation, governance, risk and transparency, today announced two new senior hires in the firm’s Restructuring Advisory practice in the Middle East. Ben Hughes has joined the firm as a managing director in Dubai and Sami Besbes as an associate managing director based in Abu Dhabi.

Hughes leverages more than 20 years of construction/real estate project advisory experience, assisting project owners and sponsors with feasibility support, procurement management and project delivery certainty, across a range of sectors, including oil and gas, commercial and residential real estate, utilities and hospitality/leisure.

Before joining Kroll, Hughes served as a director in the Dubai Government, where he set up a new capital projects audit team with a remit to perform independent project reviews across a broad range of government construction projects. Prior in his role as a director and the head of Capital Projects at Deloitte in Dubai, Hughes advised clients across Europe and the Middle East on optimizing the outcome of their projects, prioritizing capital expenditure, implementing PMOs, avoiding disputes, and auditing and monitoring projects. He has also held senior positions at Mace UK in the initial years of his career, leading construction/real estate projects across London. His notable clients include local family offices and more widely known entities, including Meraas, Dubai Holding, SAMA, Qatar National Bank, Standard Chartered and Bank Muscat.

Besbes has over 15 years’ experience in business valuation, M&A, debt restructuring and financial and operational performance improvement. His diverse experience spans sectors such as education, defense, aerospace, agriculture, fintech, hospitality and real estate. His expertise includes business diagnostic and strategy assessment, business turnaround/optimization, financial management, deal origination (for both acquisitions and disposals) and deal execution.

Prior to joining Kroll, Besbes acted as an in-house advisor to a sovereign Abu Dhabi private family office, where he was responsible for restructuring and turnaround, the enhancement of existing corporate governance, financial performance reporting and operational performance improvement. Furthermore, he has advised boards of directors and investment committees of multiple entities.

Richard Clarke, Managing Director in Kroll’s Restructuring Advisory practice, commented: “The Middle East is a strategic market for Kroll, and we have continued to grow and strengthen our presence in the region. Ben’s addition boosts our unique service offerings in infrastructure, real estate and construction. I’m excited to see Ben leverage his deep industry experience to lead our Infrastructure Advisory team. Sami is a seasoned professional with extensive experience in the Abu Dhabi ecosystem. I’ve known Sami for almost a decade, and I’m proud to have him join the team.”
