Lausanne - Switzerland - Diwan of the Royal Court of the Sultanate of Oman selects EDACY to implement Digital Fluency Program -- a 5-week online learning course developed with the Swiss Federal Institute of Technology (EPFL) to upskill up to 10,000 Diwan employees.

Diwan of Royal Court through the Institute of Capability Development partnered with Swiss-based EdTech company EDACY to provide unique online learning experiences to its governmental employees to build the skills, level of knowledge and mindsets required for the future of work and the digital economy.

In its quest for supporting Oman digital transformation, the Diwan needed a partner to design, develop and deliver high quality, effective online and blended learning that would develop digital fluency with contextually relevant cases in Oman. The project objective was to provide employees of the Diwan of Royal Court with a digital and hands-on program to better appreciate digital skills, tools and methods, as well as to integrate some aspects of learning into practice. Specifically, the learning covered the following areas:

● Participatory Leadership for Digital Champions
● Introduction to Digital Innovation;
● Transition to Service Innovation;
● Digital Service Design;
● Digital Transformation;
● Data Management and Cyber Safety

World-class experts were mobilized to develop the program using human centered design principles to ensure the program curriculum and learning content are relevant to the Diwan of Royal Court. The learning team conducted more than 200 face-to-face interviews and focus groups interactions to uncover the learners' needs, and their learning preferences.

EDACY developed a set of 10 learning modules of digital foundations for public services in partnership with the Swiss Federal Institute of Technology (EPFL), totalling 20 hours of learning time and instructional materials online. The courses were made available to 10,000 participants on the Diwan of Royal Court branded learning portal developed by EDACY. The courses provided participants with the skills and knowledge necessary to improve the delivery of public services in alignment with the Oman Vision 2040.

Key to the success of the program was EDACY’s unique Champions-led mentoring program, which created a truly engaged learning community. In parallel to the main program, EDACY developed a learning program combining online and physical learning to train a group of 250 “champions” selected from the graduates of the National Youth Program to support and foster learning interactions in the Digital Fluency program. The selected participants were equipped with the right practical tools and participatory leadership skills to best engage with their peers and foster collaboration throughout the learning journey. By facilitating collaboration and providing learning support and feedback, the Digital Champions played an important role in the delivery of high-quality and impactful learning experiences.
