1200 MW Nam Dinh 1 Thermal Power Plant Project

Also known as: Hai Hau Coal-fired Power Plant, Nam Dinh Coal Power Phase 1


The General Directorate of Energy of Ministry of Industry and Trade of the Socialist Republic of Vietnam planed to develop 1200 MW Nam Dinh 1 Thermal Power Plant Project, in Hai Hau District, Nam Dinh, Vietnam. JV of First National Operation & Maintenance Co. Ltd and Taekwang Power Holdings Co Ltd was the BOT developer to build, own, operate and maintenance the project for 25 years. China Gezhouba Group Co Ltd was the EPC contractor. China Power Engineering Consulting Group Southwest Electric Power Design Institute Co Ltd was the consultant for engineering survey and design. The power off-taker would be Electricity of Vietnam (EVN). The project covered the construction of a coal-fired power plant with two 600 MW power generation unites. The project would be developed in BOT mode and be handed over to the government after the 25-year concession ended. In 2012 the environmental impact assessment (EIA) report was approved by Ministry of Natural Resources and Environment (MONRE) of Vietnam. The original capacity of this project was planned to be 4 x 600 (2400) MW in the beginning while 2 of the generation unites was canceled. Construction of the project was delayed compared with the original schedule. The construction of the coal power plant would negatively impact the environment and the livelihoods of local populations. It was not compatible with the goal of the Paris Climate Agreement. At the same time, the project had been included as one of the Vietnamese power projects to be developed under China’s Belt and Road Initiative (BRI) and financed by banking consortium led by Bank of China.
