Wanbao Africa Agriculture Development Ltd (WAADL) planned to develop Mozambique Wanbao Agricultural Park Project, in Xai-Xai, Gaza, Mozambique. China Railway 20 Bureau Group Corporation was the special management consultant who would also help finance the project. The project cover the construction of a 20000-hectare farmland, canals, culverts, pumping stations, and storage facilities that were needed to support agricultural production. In 2004, Mozambique requested Chinese assistance with developing its rice sector. A delegation from Hubei Province arrived in 2005 to do a feasibility study, and later agreed to set up a demonstration farm in Gaza Province. As a "benchmark and model" project of China-Africa agricultural cooperation, the project helped the country to promote the production of key local agricultural products. The project team helped in improving local development and achieving resilient agriculture by training farmers to harness agricultural technologies and operate agricultural machinery.
