Mutun Steel Co planned to develop 194000 t/y El Mutun Steel Mill Project, in Santa Cruz, Santa Cruz, Bolivia. Sinosteel Group Corp Ltd was the construction contractor of the project. CISDI Group Co Ltd was the supervision consultant of the project. The project covered the construction of a pellet plant and a rolling mill which would be linked to a 15km, 700,000 m3/d natural gas pipeline, a 120 km water pipeline and a 105 km highway. India's Jindal Steel & Power (JSPL) was the first contractor to develop the project, but administrative and bureaucratic difficulties caused the project delay. Then, Sinosteel took over the project. Due to administrative and some difficulties, the project was delayed for a period of time before construction started. The project, which was expected to save USD 300 million per year in steel imports, would create 1,500 direct jobs and 3,000 indirect jobs during construction and 600 direct and 1,200 indirect positions once operating.
