PARIS- Talks between the French government and the European Commission about the planned reform of French power group EDF remain "difficult" even though they are making headways, a French Finance Ministry official said on Tuesday.

The government notably makes maintaining the integrity of the EDF group as a condition for a deal with the Commission, the official said.

The French government and the European Commission have been wrangling for months over an overhaul of EDF, partly aimed at improving the way its nuclear arm funds itself.
