Background

Ministry of Transport and Roads of the Kyrgyz Republic plans to build an alternative North-South Road. The total length of the alternative North-South road is 433 km. The project provides for the construction of a road according to the parameters of technical category II. The First Stage of the project involves construction of the road section of 154 km length, which passes along the route Kyzyl-Zhyldyz - Aral (km 183-195), Kazarman - Jalal-Abad (km 291-433). The site also provides for the construction of a tunnel through the Kok-Art Pass, 3.7 km long. The benefits that the Kyrgyz Republic will receive from the construction of an alternative North-South road are as follows: 1. An additional uninterrupted road transport route between the North and the South of the country will be created, which is geographically divided from the existing route by the Bishkek-Osh mountain ranges. This route will run in a large distance from the line of state borders with neighboring states, which is important for the country's security. 2. Access will be provided to mineral deposits and the development of land and agricultural land in Toguz-Torouz, Ak-Tala, Jumgal, Kochkor districts, which is of great interest to the local population and investors who are interested in the processing of agricultural products. 3. The connection of this road with the roads of Kazakhstan and Russia in the north of the country and Tajikistan - in the south will allow creating through transit on the Russia-Kazakhstan-Kyrgyzstan-Tajikistan route bypassing the Republic of Uzbekistan, which is of particular relevance in the aspect of the accession of Kyrgyzstan and Tajikistan to the Customs Union .
