Uganda National Roads Authority planned to develop Uganda Critical Oil Roads Project in Uganda. The master project had a total of 6 packages. Package 1, 2, 3 had Chinese involment. China Communications Construction Co was the Package 1 DB contractor. Chongqing International Construction Corp Ltd was the Package 2 civil construction contractor. China Wu Yi Co Ltd was the Package 3 DB contractor and Kagga & Partners Ltd was the Package 3 construction supervision contractor. Package 1 covered the construction of a 159 km road road pavement structure. Package 2 covered the construction of a 111 km road. Package 3 covered the detailed engineering design and construction of a 93km road. The project was part of Uganda's Mid-term Plan (MTP). It aimed at improving the regional transport network to facilitate freight for oil industry logistics and evacuation of oil products for export. It would also promote Belt & Road cooperation between Uganda and China.
