UAE, Dubai: The Dubai Health Authority (DHA) signed three Memorandums of Understanding (MoU) on Wednesday with Kings College Hospital in Dubai, Al Zahra Hospital Dubai and Medcare Hospital to support the implementation of Article Five of the Fifty-Year Charter—“A Doctor for every citizen”.

The Fifty-Year Charter was launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, which is a pledge containing nine articles that aim to develop the quality of life and guarantee a better future for generations to come.

The MoUs aim to enhance partnerships with the private sector to support the authority in implementing Article Five of the Fifty-Year Charter.

As part of the MoU, the three hospitals will provide family medicine doctors from their hospitals to work alongside DHA doctors to support the authority in providing consultation services via the control centre. 

The hospitals will also support DHA facilities by providing a number of services that will guarantee the happiness and satisfaction of citizens.

The DHA will train the family doctors based on international standards on how to provide medical consultation services via telemedicine.

The three MoUs were signed by H.E Humaid Al Qutami, Director General of the DHA and H.E Ahmad H. Al Tayer, Chairman of Kings College Hospital in Dubai, Dr Azad Moopen, MD, Founder Chairman and Managing Director, Aster DM Healthcare (Medcare) and Sheikh Dr. Faisal Al Qassimi, Chairman of Gulf Medical Projects Company (Zahra Hospital).

Following the MoU, His Excellency Humaid Al Qutami expressed his gratitude to the private sector for being strategic partners of DHA and supporting the authority in building a sustainable health model, improving quality of life and achieving a better future in health.

He also commended the three hospitals for their efforts in supporting the Authority in achieving the goal “A doctor for every citizen”, stressing that this initiative demonstrates their keenness in achieving the national goals of the wise leadership and Dubai to better the life of its people.

He added that the DHA is working to strengthen its partnership with health institutions and other authorities, to achieve Dubai's vision and aspirations to reach a healthier and happier society.

He concluded by stressing that the Authority is counting on the support of distinguished private health institutions and international entities, such as hospitals, centers and medical clinics, as the development of the health sector in Dubai serves everyone and is in the interest and well-being of society.

Meanwhile, Sheikh Dr. Faisal Al Qassimi, Chairman of Gulf Medical Projects Company asserted that “Under the leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, and with the release of the 50 Year Charter, the government of Dubai spares no effort in ensuring the happiness of its citizens in every aspect of its life. Thus, it is not just our obligation, but our national duty to follow this visionary and futuristic outlook to ensure the sustainability of UAE’s well fare and prosperity.”

Dr. Mohaymen Abdelghany, Chief Executive Director of Al Zahra Hospital, Dubai said: “We believe that this is a fantastic initiative and we are proud to be part of DHA’s plans to offer telemedicine services to patients by training our doctors to give consultations through telemedicine following best international models.” He explained: “This comes in alignment with AZHD’s vision to employ digital strategies to cope with the growing mandate for change by trying to leverage the data that can address affordability, accessibility and quality challenges commonly associated with delivering care in a value-based environment.

Dr Azad Moopen, MD, Founder Chairman and Managing Director, Aster DM Healthcare on the other hand said: “Healthcare delivery is evolving all over the world and major changes have been introduced to ensure real-time care, reduce waiting period for patients and ensure access to best quality care with ease. Telehealth has been adjudged as one of the most effective tool that can make primary care consultation available at the fingertips of our patients in UAE. This would not have been possible without the forward-thinking of HH Sheikh Mohammad bin Rashid Al Maktoum to improve the quality of life of residents of this country. DHA’s ‘A doctor for every citizen’ initiative will make primary care services and specialist care easily available for people within a fixed time-period and we really appreciate our inclusion in this initiative.”

King’s College Hospital in Dubai also expressed its keenness to support the DHA in implementing “A Doctor’s for Every Citizen” that aims to provide quality health services to guarantee the happiness and satisfaction of citizens.
