UAE - The executive regulations of the federal decree concerning human resources identified three factors that determine the salaries of UAE nationals in federal agencies and ministries throughout the country: prevailing salaries in the market, inflation, and any other related factor, as per Al Khaleej report.

Minimum wages for UAE nationals are determined by the Cabinet, and they are subject to review whenever necessary. They also stressed the importance of wage equality amongst women and men.

In accordance with executive regulations of the Federal Law No 11 of 2008 for human resources and its amendments issued earlier this February, the tables of salary grades are determined by the Cabinet.

Employees are given their starting salaries according to the stipulated pay grade tables.

If the employee has more experience than stipulated for the position, then the salary can be increased 5% of the base salary for every year of extra experience, up to 50% of the original amount as a maximum limit, so long as it does not exceed the maximum salary grade for that station. It should also be experience in the same field, so long as the financial means is provided.

The regulations give 13 provisions for transferring employees between departments, so long as the employee fulfills the requirements for that position. It should also not be a demotion for the transferred employee.

The transferred employee should retain the annual leave entitlement from the original employer. The federal authority should bear all costs and fees arising from that transfer.

The employee transfer should be with the consent of both entities (from which the transfer occurred and the new place of employment).

Employees can also be transferred based on their health after the case is reviewed by a medical committee, as per the rules and regulations stipulated therein.

The regulations also stipulated that a loan staff member may not be transferred during the loan period, but the employee can be transferred to a higher position than what occupied originally, as long as the person fulfills all the requirements.

The employee can be transferred outside the federal entity after completing the probationary period.

Salaries for transferred employees will continue to be paid from the original place of employment until the end of the fiscal year.
