The message from Beijing could not be clearer: China needs to shift to a more balanced economy that is socially and environmentally sustainable. That was the conclusion of a key Communist Party meeting a decade ago, yet what followed was more of the same: rapid investment-led expansion, which turned China into the world's no.2 economy, but left it laden with debt, environmental damage and excess capacity.

Kuwait has issued a Request for Proposals (RFP) to provide transaction advisory services for Az-Zour North 2 & 3 (combined) and Al Khairan 1 Independent Water and Power Producers (IWPPs) projects.

In March, Zawya Projects had reported that Kuwait had postponed the advisory services for the IWPPs due to the lock-down measures implemented by the government to counter the COVID-19 outbreak in the Gulf state.

Both projects are being treated as a single project, and would be executed under the design, build, finance, operate, maintain and transfer model, the Kuwait Authority for Partnership (KAPP) said in a notice.

The assigned bidder would be responsible for the feasibility studies and the tendering process until the financial close, the notice said.

The deadline for RFP submission is 25 June, according to the notice. The RFP documents are available for purchase and perusal in a secure virtual data room until 11 June, and deadline for clarifications is 7 June.

According to the KAPP notice, Az-Zour North 2 & 3 (combined) would be the second and third phase of Az-Zour North Project with a capacity of 2,700 megawatts (MW) of power and 165 million imperial gallons per day (MIGD) of desalinated water. Al Khairan 1 would have a capacity of 1,800 MW of power and 125 MIGD of desalinated water.

The project would use Combined Cycle Gas Turbines (CCGT) technology to generate power, according to the notice.
