KUWAIT CITY: A company that is offering consultation services to Public Authority for Manpower and Civil Service Commission (CSC) has developed several scenarios for restructuring employment in the public and private sectors in order to stimulate national labor to move to the private sector, reports Aljarida daily quoting informed sources.

They said these scenarios include granting government employees a study leave for a year or two during which they will work in the private sector to study the suitability of the work environment. The sources explained that this scenario, which was sent along with other proposals to the Minister of Social Affairs and State Minister for Economic Affairs Hind Al-Sabeeh, will give employees the right to decide if they want to resign or return to the public sector after the end of the study leave. The employees will receive all benefits given by the government for working in the private sector. They indicated that discussions are underway to determine the period of study leave.

Meanwhile, CSC has requested the consulting firm to develop an employment strategy for the coming five years for reducing the number of employees annually until the number reaches less than 5,000 in all ministries except Ministry of Education and Ministry of Health which suffer from shortage in some specialties.

This comes after about 19,000 candidates were nominated annually. Sources affirmed that CSC will not completely stop employment in the public sector but it will work on rationalizing it and offering employment in accordance with the urgent need of each government agency for curbed disguised unemployment.

Meanwhile, a total of 98 expatriate employees have been appointed from Jan 22, 2017 till date; 52 of them are now engaged in medical and educational jobs and they have specialized academic qualifications, reports Al-Rai daily quoting Deputy Premier and State Minister for Cabinet Affairs Anas Al-Saleh. In response to the query of MP Saleh Ashour, the minister disclosed the expatriates who have been hired include 33 muezzins in the Awqaf Ministry and 13 have simple jobs like drivers, messenger, grave digger and prison supervisor.

The minister also confirmed the issuance of a decree on appointing the children of Kuwaiti women married to non- Kuwaitis. He said technical studies will be conducted soon to create the database of applicants whose mothers are Kuwaitis married to non-Kuwaitis in accordance with the directive of the Civil Service Commission (CSC) to guarantee their employment. In the meantime, the Public Authority for Manpower (PAM) has included the food sector, which was listed in the Union of Restaurant and Food Chain Owners, in the category of establishments which are allowed to recruit 25 percent of their workforce from abroad without fees, reports Al-Anba daily.
