Ministry of Industry and Trade of the Socialist Republic of Vietnam planned to develop 2*660 MW Vietnam Coastal Coal-Fired Power Plant Project, in Vietnam Coastal Power Center, Dan Thanh Mu U Village, Duyen Hai District, Tra Vinh, Vietnam. Teknik Janakuasa Sdn Bhd was BOT developer of the project who signed the 25-year-BOT contract on December 29, 2015. Huadian Heavy Industries Co Ltd was the EPC contractor of the project. China Power Engineering Consulting Group Southwest Electric Power Design Institute Co Ltd was the power plant's design consultant of the project. China Energy Engineering Group Gunagdong Power Engineering Co Ltd was the installation contractor of the project. China Railway 11th Bureau Group Fourth Engineering Co Ltd was a construction contractor for Pile foundation engineering. The project covered the construction of 2*660 MW supercritical coal-fired units, a coal uploading terminal, desalination utilities, and so on. This project was the second largest foreign invested project licensed in 2015, in terms of investment capital, after the $3 billion project financed by Samsung Display Viet Nam in the northern Province of Bac Ninh. In 2009, Janakuasa stated that construction would begin in November 2010, and the plant would be completed in 2014; however, several years of delays followed. In December 2014, the project was planned for completion in 2020. In June 2019 the completion date was delayed to 2022. Upon completion, the power centre contribute to the national power grid an additional capacity of 30 billion kWh annually, which plays an important role in ensuring the energy security for the southern region in the 2015-2020 period and subsequent years.
