Metro Colombo Urban Development Project

Ministry of Urban Development, Water Supply and Housing Facilities planned to develop Metro Colombo Urban Development Project, in Colombo, Western, Sri Lanka. China Petroleum Pipeline Engineering Co. Limited (CPPE) was the contractor for tunnels. There are three main components in the project. The first component was mainly about flood and drainage management and addresses the urgent issue of urban flooding, which regularly paralyzes the economy of the Metro Colombo Region with high socioeconomic costs. The second component was about urban development and infrastructure rehabilitation for Project Local Authorities (PLAs)—the Colombo Municipal Council (CMC), Dehiwela-Mount Lavinia Municipal Council (DMLMC), Sri Jayawardenapura-Kotte Municipal Council (SJ-KMC), and Kolonnawa Urban Council (KUC). It was aimed at supporting these authorities to rehabilitate and manage their drainage infrastructure and urban roads, implement selected demonstration urban improvements investments, and improve solid waste collection. It also included targeted technical assistance for institutional strengthening and capacity building for central and local authorities. The third component consists of implementation support. The project was CPPE's first project in Sri Lanka. The project was to support government to reduce flooding in the catchment of the Colombo Water Basin, and strengthen the capacity of local authorities in the Colombo Metropolitan Area (CMA) to rehabilitate, improve and maintain local infrastructure and services through selected demonstration investments.
