Background

Saline Water Conversion Corporation planned to develop Jubail Phase 3 Independent Water & Power Project, in Jubail Industrial City, Jubail, Eastern Province, Saudi Arabia. Fichtner Consulting Engineers was the technical consultant. Banque Saudi Fransi was appointed as the financial consultant. DLA Piper Saudi Arabia was the legal consultant. Synergy was appointed as the lead and financial adviser and Atkins was the technical adviser. PowerChina Chengdu Engineering Co Ltd was the PMC consultant. The consortium of Power China, SEPCO III and Abengoa was the EPC contractor. The consortium led by ACWA Power, Gulf Investment Corp and Albawani was the BOO Developer. The project was located 18 km south of the Jubail Industrial City at the Arabian Gulf Coast, adjacent to the existing plant units (Jubail Phase 1, Jubail Phase 2 and Jubail RO plants), in the Eastern Province of the Kingdom of Saudi Arabia. The project covered the construction of a 2 desalination plant Jubail 3A (600,000 m3/day) and Jubail 3B (570,000 m3/day) with total capacity of 1,170,000 cu.m/day desalination plant (60% Reverse Osmosis and 40% Thermal Desalination technology) that would produce a 3,000 MW of electricity with their related facilities. The consortium including ACWA, Gulf Investment Corporation (GIC) and AlBawani Water & Power Company signed a 25-year water purchase agreement with the Saudi Water Partnership Company. The project responded to Belt and Road Initiative and would promote local water supply.
