Background

Kara-Balti refinery is a public-private partnership in Kyrgyzstan, mainly with investors from China. This is a classic example of an" independent refinery " that is not built into the structure of the oil refinery, so it is likely that there will be problems with oil supplies. Because of this, the project looks quite risky. Earlier, China oil Company Zhongda announced the desire to build a trunk oil pipeline (MNE) "Shymkent – Kara-Balta – Issyk-Kul – Aksu" with a length of 1.1 thousand km (Shymkent – Kara-Balta thread about 400 km), with a capacity of 10 million tons/year. However, experts are perplexed about the availability of its resources. The former Minister of oil and gas of Kazakhstan S. Mynbayev noted that the supply of Kazakh oil to Kyrgyzstan can only be at world prices, with the corresponding duties, which is unlikely to interest Kyrgyzstan. The construction includes the construction oil processing facilities.
