Construction has started on Dubai's first project under the emirate's public-private partnership (PPP) law, it was announced on Monday.

The Dubai Supreme Courts project involves the delivery of a 1,232-space automated car park in the former employee parking area next to the Dubai Courts building, and a new seven-storey building that would house the Supreme Court, court offices as well as commercial and retail areas. It will be delivered on a design, build, finance, operate and transfer basis.

Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Chairman of the Dubai Judicial Council, announced the start of the construction and implementation of the project, state news agency WAM reported.

The report said the approximately 290 million UAE dirham ($79 million) project would be completed in 36 months.

A 30-year concession agreement for the project was signed in May 2016 between Dubai Courts and Park Line LLC - a special-purpose company set up by ITNL Infrastructure Developers LLC, which is a subsidiary of India-based IL&FS Transportation Networks Limited (ITNL) and NGP, a provider of robotic parking systems.

The WAM report said the project has an area of 270,000 square feet (sq ft), with 47,000 sq ft allocated to Dubai Courts. It said a total of 950 parking spaces will be allocated for the public, and 373 for employees.

In May 2016, Thomson Reuters Projects reported that the project would have a total built-up area of 55,742 square meters (sq m), with 4,420 sq m allocated for the Judges' chambers, 18,600 sq m for offices and 3,154 sq m for retail.

The PPP law No 22 of 2015 was launched in November 2015 by HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
