First phase of NOC Program complements Abu Dhabi Government's mission of enhancing Emirate's status as investment magnet
The Abu Dhabi Systems & Information Centre (ADSIC) recently organized a seminar on the No Objection Certificate (NOC) Program for Abu Dhabi's facilities and infrastructure at the Ritz Carlton Hotel in Abu Dhabi. The seminar focused on the Program as another promising step towards the development of mechanisms for government action and further improvement of service delivery. The Program is regarded as one of the leading comprehensive initiatives launched by the Abu Dhabi Government to improve service levels and enable them electronically. This complements efforts to enhance the status of Abu Dhabi as a magnet for investment and to increase customer satisfaction levels.
The seminar is in line with ADSIC's policy of contributing to the fulfillment of the strategic goals of the Abu Dhabi Economic Vision 2030, promoting the emirate as one of the leading governments globally, and boosting the UAE Capital's economic and social growth.
The high-profile event was attended by senior government officials and decision makers, including H.E. Rashed Lahej Al Mansoori, Director General of ADSIC, H.E. Majid Al Mansouri, Chairman of the Department of Municipal Affairs, and Abdulkarim Al Raeesi, Director of Strategy & Planning at ADSIC. Representatives from the No Objection Certificate Program were present as well.
A presentation was given on the NOC Program, its goals for enabling an environment for trade and investment to facilitate opportunities for sustainable development in accordance with the needs of Abu Dhabi, and its role of enhancing government performance by introducing an efficient program for No Objection Certificates. The latter improves the process of issuing licenses and approvals for construction projects, land developments, and public facilities and infrastructure. Representatives also highlighted the NOC Program's objectives and its role in developing an integrated governance framework for managing program and user workflow. The presenters explained that the Program achieves higher customer satisfaction levels by establishing sophisticated mechanisms that improve NOC service performance, raise the efficiency of government performance, and reduce costs by creating an integrated NOC solution that serves all parties through a shared portal. They added that the Program significantly enhances the safety and efficiency of facilities and infrastructure in Abu Dhabi.
The NOC Program includes different organizations across various sectors, including the Department of Municipal Affairs, the Municipality of Abu Dhabi City, Al Ain Municipality, the Western Region Municipality, the Abu Dhabi Urban Planning Council, the General Command of the UAE Armed Forces, the General Directorate of Abu Dhabi Police, the General Administration of Civil Defense, the Department of Transport, ADNOC, Etisalat, the Abu Dhabi Water and Electricity Authority, and the Abu Dhabi Tourism & Culture Authority.
The Program aims for comprehensive development of NOC-related services through the integration of relevant procedures among different bodies and across various sectors. This requires adherence to an integrated plan for change management and capacity building, along with the continuous support of senior leadership and the adoption of global best practices within the NOC Program and its services.
H.E. Al Mansoori said: "ADSIC looks forward to the successful completion of the first operational phase of this program, the establishment phase that stretches over a period of a year and a half. This requires the concerted efforts and continuous coordination of all parties concerned and the full support of senior leadership. The cooperation and commitment of stakeholders, various models of corporate governance, capacity building, skills development, business and processes harmonization, e-government infrastructure, and data readiness are some of the keys to success."

We also want the necessary steps and procedures to be taken to complete the program in the best way and within the specified time frame, because it represents one of the top initiatives launched by the Abu Dhabi Government to improve the level of NOC services in Abu Dhabi. I am confident that this program will represent another milestone in Abu Dhabi's march towards excellence and creativity," added H.E. Al Mansouri.
During his presentation, Abdulkarim Al Raeesi explained the concept behind the certification process, its status quo, future development, and desired improvements to issuance mechanisms achieved via joint solutions in Abu Dhabi. Al Raeesi summarized the most important stages achieved and the next steps to be taken. He add that ADSIC has organized a series of meetings to discuss timely matters with stakeholders, and has also created a team that includes employees from ADSIC and the municipal sector. Furthermore, Al Raeesi pointed out that the Centre has appointed coordinators, administrators and professionals from all stakeholders.
"The No Objection Certificate Program for Abu Dhabi's facilities and infrastructure includes a large number of organizations across multiple sectors, and aims to fully develop NOC-related services while aligning with current IT infrastructure across the concerned authorities. The program also aims to adopt global best practices in issuing NOCs and its relevant services. Moreover, the current program is based on a framework that helps develop a comprehensive solution for managing NOCs. The focus is on the municipality sector acting as the body that organizes land management, urban development and building permits. Finally, the program also aims to complement the current e-government programs and leverage joint government services," said Al Raeesi.
The No Objection Certificate Program for Abu Dhabi's facilities and infrastructure complements the emirate's mission of enhancing the level of its services and enabling them electronically, in a bid to increase customer service levels and enhance the status of Abu Dhabi as an investment hub. The Abu Dhabi Government is in the process of implementing a comprehensive e-transformation program in government services in order to improve the ability to provide high-quality services through a variety of channels.
