Egypt's ministry of housing, utilities and urban development (MHUUD) has canceled the Sixth of October Wastewater Treatment Plant citing a shortage of funds, Atter Hanoura, director of the public-private partnership (PPP) central unit at the Egyptian ministry of finance, told Zawya.
MHUUD, with the technical assistance of the PPP central unit, was planning to build a wastewater treatment plant in Sixth of October City, under a PPP scheme, with a capacity of 150,000 cubic meters per day. The project was expected to be completed in June 2012.
The project was to be constructed on a design, build, operate and transfer (DBOT) basis, with the handover to the Egyptian government taking place after 20 years. Ernst & Young is listed as the lead consultant on the project.
Hanoura said the Egyptian New Urban Communities Authority did not comply with the agreement terms in establishing a separate industrial wastewater and sewage for human consumption, even after the project received all governmental approvals, citing a shortage of funds.
Project Timeline:
- In Q4 2011, the ITB for the DBOT contract was issued (delayed four times from December 2009).
- In February 2010, companies were prequalified for the DBOT contract.
- In December 2009, companies submitted their prequalification documents for the DBOT contract.
- In November 2009, the RFQ for the DBOT contract was issued.
