His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, in his capacity as the Ruler of Dubai, has issued Law No7 of 2009 establishing the Department of Dubai e-government.
The new department will be responsible for defining the strategy of e-government, as well as overseeing conversion of all e-processes at government institutions. It will include outlining the structural framework at government departments, in addition to setting policies and benchmarks for IT management, and overseeing security and knowledge management, in accordance with international practices.
Furthermore, the new department will be responsible for devising strategic initiatives to integrate government procedures and promote the development of a digital society.
Also among the wide-ranging functions of the new department, will be the task of appraising of e-government-related plans and budgets, and providing recommendations in their regard to enable the government to derive maximum benefit from modern technology.
The evaluation of e-service performance level, safeguarding against hackers and rolling out awareness campaigns to educate the greater public on the usage of e-government services will also be part of the new department's mandate.
The new law also stipulates that a consultative council should be assigned to the department, to be headed by the Director-General of e-government and staffed by qualified members appointed by the President of Dubai Executive Council. The council will be responsible for reviewing strategic plans and annual budgets related to IT and e-services, in addition to submitting recommendations apropos.
As per the new law, responsibility for the Government e-services Department and the Government Department for Planning Information resources, currently administered by Dubai Ruler's Court, will be transferred to the new e-government department.
The new law is effective from its date of publication in the official gazette.
Sheikh Mohammed also issued a decree appointing Ahmed Mohammed bin Humidan as the Director-General of the e-government department, while retaining his position as Deputy Director-General of Dubai Ruler's Court, effective yesterday.
Dubai Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum also issued a decision appointing Thani Abdulla Al Zafin as Chief Executive Officer of the e-government Department, effective yesterday.
