The Islamic Republic of Iran and Russia signed a Memorandum of Understanding (MoU) to establish a joint company for investment in Qazvin-Rasht-Astara railroad.

The MoU was inked at the end of the fourth meeting of the Iranian and Russian transportation workshop by Iranian Deputy Minister of Road and Transportation in Economic Planning Affairs Majid Assadi, and Russian Deputy Minister of Transportation Alexander Davidenkoff.

Implementation of a joint project for electrifying railroads and sending rail equipments to Iran were among issues which were discussed during the meeting, the Russian official said.

Davidenkoff also called for holding a meeting of directors of the Caspian Sea littoral states' ports and establishment of a society comprised of shipping companies active in the sea.

Establishment of a sea railroad for direct connection between the Russian Makhach-Kala port and the Iranian port city of Amirabad as well as implementation of a signed agreement over recognizing license of ships were among proposals the Russian official put forward.

In November 2008, Russian Railroads carried out a feasibility study and sent it to the Iranian Railroads Administration and Azeri Railroads.

At their last meeting in March in St. Petersburg, all three sides approved the study.

The feasibility study and the founding documents finalized in March 2009.
