AMMAN (Dow Jones)--Libyan Leader Col. Moammar Gadhafi has appointed his long-time ally Omran Abukraa as the new head of Libya's National Oil Corp ., replacing Shokri Ghanem who defected last month, Abukraa said Thursday.

"Yes I have been appointed as head of the Libyan National Oil Corporation , which is the equivalent of oil minister in Libya," Abukraa told Dow Jones Newswires by telephone from Tripoli.

Immediately prior to this appointment Abukraa was minister in charge of Arab affairs at the Libyan foreign ministry.

He has also been the head of the General Electricity Co of Libya.

The newly appointed minister said that his country, a member of the Organization of Petroleum Exporting Countries, is holding "dialogue with European and U.S. partners (companies) to resume crude oil exports" which have been suspended due to the unrest that has swept the country since February this year.

He represented his country at the recent OPEC meeting held in Vienna on June 8. The meeting failed to reach agreement on production.

Abukraa also said that the country is currently producing between 150,000 and 200,000 barrels a day to meet domestic needs. He said that there were millions of barrels in storage tanks at Libyan ports waiting for export. "We are producing only for domestic consumption."

Libyan oil production has dropped to less than a quarter of the 1.6 million barrels a day it was pumping before the unrest began in February.

"Most of our fields are safe and sound and we can resume production quickly once exports resume," he added.
