Oppn wants 9 Cabinet posts

By B Izzak, Staff Writer KUWAIT: The opposition which controls a majority in the new National Assembly has officially agreed to be represented in the new Cabinet but with at least nine of the 16 posts, a number of MPs said. The decision came after a series of meetings that lasted the whole of yesterday by the main opposition blocs - the Popular Action Bloc, the Reform and Development Bloc, the Salafist bloc and the Islamic Constitutional Movement (ICM) in addition to a large number of independents.

The opposition MPs first met at MP Ahmad Al-Saadoun's diwaniya and later held a late night meeting at the diwaniya of MP Faisal Al-Mislem where they made the decision. Islamist MP Waleed Al-Tabtabaei said after the second meeting that the meeting chose MPs Musallam Al-Barrak, Adel Al-Damkhi, Mislem, Khaled Al-Sultan, Salem Al-Namlan and Mubarak Al-Waalan to deliver the message to the prime minister.

After the meeting, the delegation immediately headed to Prime Minister Sheikh Jaber Al-Mubarak Al-Sabah and were expected to inform him that the opposition wants to join the Cabinet but with at least nine posts. The selection of nine posts appears to be devised to have a majority in the Cabinet and accordingly control decisive decisions in the government. The move came after the opposition came under fire from the press as well as other quarters for rejecting to take part in the Cabinet despite winning the majority in the new Aassembly.

Nevertheless, the opposition had vowed to support the Cabinet without taking part in it as long as it implements the required reforms. It was not immediately known whether the prime minister will accept the opposition's demands, especially that they are demanding a large number of ministerial posts which is unprecedented in Kuwait's history. The opposition groups also decided that most of its Cabinet posts will be occupied by their members from outside the Assembly in a bid to maintain their majority in the Assembly.

If the prime minister accepts the opposition's proposal, the new Cabinet may not be formed in time for the Assembly's inaugural session scheduled to be held tomorrow, amid reports that the prime minister may request the session to be delayed till next week. But several legal experts have said that it is not possible under the constitution or the Assembly's internal charter to delay convening the first session of the new Assembly.

In addition, sources revealed that the prime minister has apparently abandoned unprecedented moves to appoint the interior minister from outside the ruling family amid unconfirmed reports that the outgoing interior and defense minister Sheikh Ahmad Al-Humoud Al-Sabah is insisting for the post of first deputy premier and interior minister.
